Help needed 2015 Forester 3171 dead (anti theft activated)

For my 2013 E-series, the key is not chipped, the anti-theft talks to the key fob instead. But it is XLT trim, F-R might be buying their cutaways without remote entry.

The Ford dealer might be able to figure out what piece is missing, but the selling RV dealer had the responsibility to supply that.

Ford E-series owner's manual should have instructions to program the keys. As I remember, I think if you need to program a new key, you need to reprogram all keys or key fobs.
