I don't think there is any manual / mechanical way to work that solenoid.
You could probably hot wire to each solenoid with a fused wire and get them to operate. But it might just be easier to take a look at those connectors.
Check for voltage back there maybe.
And the ground connection there too. Those connectors are hanging right there totally exposed, so working there should be real easy - unless you've got traffic going by.
EDIT: Two power sources:
One or your wiring harness connectors supplying that pump is a 3 terminal female. One terminal has that 30 amp power and the other one is from an ignition source. You should have power to two of those 3 terminals. Top left on that female connector is IGN and the bottom is 30A
