The HID conversion kits which involve putting a HID bulb in a reflector designed for halogen bulb generate a tremendous amount of glare and blinding to oncoming drivers and in the rear view mirrors of any vehicle you may be following. It's not the risk of installing something illegal as much as it is a question of you putting other drivers at risk.
It really is a common problem that the stock headlights do not get the proper voltage due to long runs of wiring that is too small. Before spending any money, check the voltage at the bulb connector. If it's not above 13 with the engine running, then you will be amazed at how much brighter the lights will be if relays and proper wiring is installed.
Please don't install blinding hid bulbs in reflectors not made for them. If you have done this and you think it's ok, then have someone else drive your car and you meet them o a two lane road. Then determine for your self if you think it's acceptable to blind traffic like that.
