My Atwood WH has two switches. One is for LP operation of the WH and the other is for 120 volt operation. Does the 20 amp circuit breaker trip with the 120 volt water heater switch turned OFF?
If it does not then try resetting the circuit breaker and then switching the water heater to 120 volts and see if it trips. This will at least tell you that the circuit breaker in question is for the WH.
