Unless you are sure your house batteries are going down then I think
what you are experiencing is your solenoid is failing .
Your batteries may be ok
When you toggle the switch the solenoid is caused to make contact again
until it again loses connnection .
Have someone operate the switch while you listen and locate the solenoid .
I located mine and bypassed it completely since I couldn't find a need for it .
