EXCESSIVE OR INSUFFICIENT WATER TEMPERATURES
By-pass kit valves not set properly -------------------Place valves in proper position
Thermostat not seated against tank --------------------Reseat thermostat
Defective thermostat-----------------------------------Replace
Did the first two. No luck. For $29 I think I'm going to try the thermostat next.
