Look at the engine specs for your rig. What is the point where you have best torque? What speed would you be doing if you ran in high gear at that RPM? As an example at 64mph I am just shy or maximum torque in 6th gear. I have run over 8mpg at that speed. If I were to run much slower, I need to drop a gear which brings me back up to the torque point, but since I am going slower, I'll burn more fuel per mile. It is a bot hit or miss as terrain can have a sizable influence on mpg.
