Sounds like you should be driving 45 and only driving non-Interstate highways. When the highway signs read "minimum speed 55" and you are driving 58, you are legal but you are a hazard IMHO. You need to balance reality with common sense. I drive 70+ on a regular basis but if traffic slows, so do I. It's really that simple. Speed does not determine your chances of being in an accident. Attention determines your chances of being in an accident. Tires? Blow outs happen when you did not pay attention to the tire condition so it is again a matter of attention.
