Do the math again, "3 hours and/or 250 miles whichever comes first...".
He's right, the only way they could cover 250 miles before they hit 3 hours driving time would be to travel at 83.33+ mph for 3 straight hours.
At 55 mph they could only ever cover 175 miles maximum, it would take a little over 4 hours to cover 250 miles.
