No, you will be able to use the full amount. The difference is at very low temperatures, the pressure created by the boiling propane may be too low to make it thru the regulator and/or it will make it thru at a slower rate.
If you are having this issue with propane, you really don't want to be in an RV as the furnace will really struggle to keep it remotely tolerable inside.
In Europe, it's not unusual to get Butane or a Propane/Butane mix. Butane's boiling point is much higher, so it's a more common problem.
