No, you will be able to use the full amount. The difference is at very low temperatures, the pressure created by the boiling propane may be too low to make it thru the regulator and/or it will make it thru at a slower rate.
Isn't too low of a pressure to make it through the regulator exactly the same as not being able to get all the propane from the tank? If its not going through the regulator it's certainly not coming out of the tank? If it is....where is it going?
