If it's too low to get any thru the regulator, you aren't getting any out of the tank. An earlier post suggested you would get a percentage out of the tank.
If there is enough pressure to get thru the regulator, you will get all the propane out.
If there is not enough pressure you will none out.
But more importantly, if it's that cold that propane freezes, your furnace will struggle to keep the interior at 45-50F (even if you somehow get the propane to flow), so it's a good idea to head south.
