I'd like some clarity on the California towing speed limit

I just got to California yesterday and noticed the signs that said vehicles towing trailers are limited to 55 mph. I wasn't sure if that applied to me towing my toad (not a trailer) but I slowed down...

In Utah towing is 65mph. But-it seems since I arrived in Utah speed limits are suggestions. So the RVers towing travel trailers go faster than 65, and then especially in the summer I see them on the shoulder with a blown tire up the highway a bit.

Maybe they come on here after and complain about lousy ST tires ?:)
