Just to clarify the following statement: "The basic speed law {VC 22350}, which says in other situations you can drive at a safe speed does not apply when towing." This refers to going over 55 mph, as in the original discussion.
In addition, the basic speed law does apply when you are towing at less than 55mph. If conditions exist where whatever speed you are driving at isn't safe and it is below the maximum allowed speed, you could be cited for driving at an unsafe speed.
