I'd like some clarity on the California towing speed limit

I just got to California yesterday and noticed the signs that said vehicles towing trailers are limited to 55 mph. I wasn't sure if that applied to me towing my toad (not a trailer) but I slowed down...

We have the same law here in IL. it is rarely enforced. I set the cruise at 62 and sit back and relax. I did have a co-worker who got pulled over for doing 70 towing his single place wave runner with his 2500 Dodge Ram. He did get a ticket for it.
