I'd like some clarity on the California towing speed limit

I just got to California yesterday and noticed the signs that said vehicles towing trailers are limited to 55 mph. I wasn't sure if that applied to me towing my toad (not a trailer) but I slowed down...

I heard you get better fuel economy at 75mph because yer engine doesn't run as long getting to the destination. We upgraded with air bags and toilet paper oil filter so we go, like, 60? in CA most of the time, eh?

What we like about Utah! is hardly anyone is speeding on the I15.
