As I recall, the federal government had no ability to enforce that law except that it would not fund highway projects unless states adopted the double nickel as their maximum speed limit. I think they did a similar thing with setting the drinking age at 18. I won't get into the right or wrong of these kinds of actions in opposition of states rights, but others find it reprehensible.
