I'd like some clarity on the California towing speed limit

I just got to California yesterday and noticed the signs that said vehicles towing trailers are limited to 55 mph. I wasn't sure if that applied to me towing my toad (not a trailer) but I slowed down...

California did indeed impose a Temporary Maximum Speed Limit {VC 22348(a)} to avoid losing Federal funding. Thanks for the trip down memory lane, buying fuel on even or odd days and service station lines longer than those at Costco.

No individual ever got a ticket for violating the NMSL.
