I'd like some clarity on the California towing speed limit

I just got to California yesterday and noticed the signs that said vehicles towing trailers are limited to 55 mph. I wasn't sure if that applied to me towing my toad (not a trailer) but I slowed down...

The split speed limits like Ca has are in my mind one of the most dangerous laws there are. Lots of people taking chances passing slow moving vehicles on 2 lane roads.
