The EPA is responsible not only for the addons like DPF and EGR but for the no idle time for X minutes. As Wolfe10 said complying with the EPA and best practice have some distance between them. There are expensive items that not only heat soak but cold soak. Turbines come to mind first, but don't forget exhaust manifolds, valves and Pistons.
Pistons are manufactured slightly cone shaped so at operating temperature they are round and have the correct tolerances. The liners warm up at a slower rate then the Pistons. It is very easy to warm up the Piston faster than the liner with a turbo charged engine. You can make the piston warm up so quick it will be larger than the liner. Not good for your pocket book. I'm not advocating extensive idling, but if you start, air up, and hammer down on the on ramp you will eventually have problems.
