How does this company make their money??

If there isn't a clear answer to that question, run Forest, run.

Frankly, I suspect they will either "sell" your MH and keep the proceeds and not clear your title. Or they will rent it out for a while and keep the money. They then will skip town and open up again somewhere else under a different name.
