At what type of places do you want to stay? If you want to stay at traditional campgrounds, then you could easily go with the smaller RV and toss in a tent or two for when the kids join you. If you want to stay at RV Parks, then there are often rules against tents, so you'd want the space for the kids inside the RV.
For the above reason, I agree with renting. Take your kids with you for a week trip and see if everyone likes it. If the kids say "this is great, but we'd rather have our own space", then you can take them out of the equation. If they're only going to be joining you for one week a year, I wouldn't include them in the equation.
While most people will tell you to go bigger, I am one who says smaller isn't less good. But then, I live in an 1,100 sq ft S&B so space isn't a huge deal for me. I much prefer having the smaller footprint of my 21ft RV - I have very few limitations as to where I can park, camp, etc. I can easily maneuver through construction, traffic, etc. I use the overcab bunk to sleep. If I can no longer get up into the bunk, I would use it for storage and sleep on the flip-over sofa bed (which I've already done on occasion and find it quite comfortable).
It's really going to end up being your own personal preference. I know had I asked about what size RV to get on this website, the consensus would have been to go with something 26ft or larger. I can tell you that I would have been absolutely miserable with that choice.
