This seems to be the norm these days. You make a claim and you pay. It isn't right that we "have" to carry insurance, never have a claim for years and then basically pay for the next 20. No wonder people are paying out of pocket for repairs. That minor damage to the other car, will likely cost you triple in the long run through insurance. However, it is when we happen to have a huge claim for damage, injuries and loss of life that we need it.
Just remember that if you change companies you will be treated as a new customer and possibly as if you are a new driver. It happened to my friend who changed companies when her hubby died. She was 52 and charged the rate of a new driver.
