It's not a insurance scam, this is what insurance companies do. Many have repeatedly suggested to the OP what to do, including calling his insurance company for help ( even thought there isn't a collision policy). 
If you ask me, the OP hasn't done anything anyone has suggested, but as someone else said bellyaches about his situation. And IMHO from his very first post ( this and the other one) it's clear he knows the value of the MH and what he paid for it, and as much claimed it was totaled.
He should have just told them up front what he was willing to settle for. The low ball fix might have been different from the get go.
Sometimes you just have to be proactive than reactive. the cost of ones MH has nothing to do with this situation. If the OP can't get collision for whatever reason he should in his mind have a backup plan. Someone else said he was in over his head, maybe so.
