It's not a insurance scam, this is what insurance companies do. Many have repeatedly suggested to the OP what to do, including calling his insurance company for help ( even thought there isn't a collision policy).
If you ask me, the OP hasn't done anything anyone has suggested, but as someone else said bellyaches about his situation. And IMHO from his very first post ( this and the other one) it's clear he knows the value of the MH and what he paid for it, and as much claimed it was totaled.
He should have just told them up front what he was willing to settle for. The low ball fix might have been different from the get go.
Sometimes you just have to be proactive than reactive. the cost of ones MH has nothing to do with this situation. If the OP can't get collision for whatever reason he should in his mind have a backup plan. Someone else said he was in over his head, maybe so.
He clearly said he has been in touch with his own insurance and they are helping him. I don't understand the hostility toward the OP over this. I spent some time as an insurance adjuster myself, and I know exactly what he's going through. Being an insurance adjuster is a lot like being a salesmen. I worked for an independent firm so we worked with lots of insurance companies and I can tell you I was never instructed to try and rip people off or not make fair settlements. I was instructed not to let people rip off the insurance company.
One thing I learned from settling claims, is just like a salesman, you have to come to people with a low offer sometimes because people assume the insurance company is going to low ball them. Just look at this very thread. So if I know the value of a claim is $5,000 and I come to them with a $5,000 check, 90% of people are going to say no, that's not enough and they won't want to settle. That means more expense to the insurance company who is paying me by the hour and a more upset claimant who things they are getting ripped off. So if I know my limit is $5k, I'm going to come in and make a $4k offer. They are going to say no and then we'll haggle it up to $5k (hopefully) and they'll take it. They're happy because they think they wiggled an extra grand out of the insurance company, and I'm happy because I settled the claim for what it was actually worth. This is just how the world works.
