is 11 y/o original spare still a spare?
or do most replace w/ new tire w/ each new set of tires?

Two things I don't scrimp on are tires and brakes. Both are primary safety concerns. Whenever I replace the tires on the road, I replace the spare also. I consider it cheap insurance.
