I used to use a tow dolly. It doesn't have brakes because I just use it to pull my 72 VW super beetle. It only weighs about 1800lbs. Even when braking I don't even notice the car back there. I recently started using a tow bar tho. One thing I did for extra safety, was get a massive chain from home depot, and wrap it around the tow hitch, the tow bar itself and the frame of the car, then looped it back and tie both ends of the chain with a beefy padlock. That way it would be difficult to steal, and if the tow bar fails, the car won't go anywhere.
A friend of mine pulls an open car trailer, because he loads his 4 wheelers on it as well. Hookup is easy because it's a slightly lifted s10 chevy with larger tires, and he can strap it without even going under the truck since it's lifted. The trailer also has brakes hooked to a breakaway system, which he modified himself. The cable for the breakaway is attached to the frame of the MH incase the tow hitch itself fails. His MH is only like 26ish feet and he said he's never really had any issues parking.
