Personally, I don't think there is rally a "good" time to buy or sell, although Spring seems to be the more active time, just like buying a house. Spring has the most activity. As far as prices, (buying or selling), it's just a hit and miss thing.
My Realtor told us when we sold our house several years ago .... "everything sells!" Even the most difficult item will eventually sell. (it's just a matter of how long you want to wait and if the price is low enough).
