When you are legal in your home state, you are legal in all states.
I believe you're referring to reciprocity between the states, but that concept only applies to licensing, not equipment.

I don't have time to look it up, but I spent an entire career as a cop and what you are being told is accurate. Go drive in Nevada and you will see many big rigs towing three trailers and many towing two 40' trailers. All legal in Nevada, but they can't cross into California like that.
