We've been all over California and while we don't stay at WalMarts and such, we do go to State facilities. You do have to check carefully and I usually call the ranger station if I'm not sure, but we've been to many State Parks with no problem. Big Sur is NOT one of them...:).
While there are 40' coaches with tags, be careful to check the storage carefully. Remember you lose compartment space for the tag. So consider a 43-45' has roughly the same number of storage compartments as a 40' but additional weight carrying capacity.
Yes, CHP does get their budget through registration fees, but they will and do check tag axle vehicles on certain roads...Hwy 1 and Hwy 49 for two. Most tags are over 40' so it's pretty simple if you see one of these on a restricted road. They will also check for that Class B license.....Dennis
