CHP's budget comes from registration fees, not ticket revenue. They do not write tickets for the money.
Of course they do. As a former police officer who had a ticket "quota" I can tell you that writing tickets is a huge money maker for every jurisdiction. Why would a cop want to stop an RV to measure its length when speeders and DUI drivers abound. There's really only one reason.....Someone has chosen to target that situation and I promise you it was not the cop in the car.
Writing tickets is not a huge money maker for CHP. CHP was set up that way on purpose. Their budget comes from vehicle registration fees, not traffic fines. I'm also a retired cop and I have never known of a cop in California who writes tickets with the intent of collecting money for his or her agency. Is there huge money in traffic tickets? Yes there is, but the individual cop doesn't do it for that reason. Now I understand there are some backwards states out there where the money comes back to the law enforcement agency and the cop on the street actually sees a direct benefit from writing tickets, but California is not set up that way, and CHP is the furthest removed agency from that type of setup.
