Card policies on this seem to be highly variable. It is a good idea to check when you get the card, often the info is on their web site.
In my experience, the smaller the issuing institution is, the less sophisticated their fraud protection is, and the more they rely on blanket restrictions. I prefer to stick with cards issued by large banks with sophisticated security and the common sense to understand that NORMAL PEOPLE USE CARDS WHEN THEY TRAVEL.
I once had a Cabela's branded Visa. In one annoying episode, the card was declined for purchasing a phone on Verizon.com. I called and was told they ALWAYS decline charges on Verizon, unless you notify them first. Of course, like you, I had already used another card to buy the phone. The second annoying episode was having the card declined for a purchase on Walmart.com. Same story. Apparently there is a long and secret list where this card could not be used. I cancelled the card and got one from Capital One, and have never had it declined. I was told that notification was needed ONLY if travelling outside the US.
