Essentially that is exactly what they are proposing just at a lower level commensurate with the tire rating. However, I don't believe the NHSB has the authority to set a national speed limit for all trucks and RV's. Commercial vehicles OK but private ones not so much and besides, RV tires do not necessarily have the 75 mph max speed ratings. I also suspect that any actual ruing that comes our will set a max but individual states could set it lower. Any ruling is still left to the states for enforcement.
