It won't cost $4000 to put new tires on the unit if it needs them. I suspect those are 16 or 16.5 wheels. $1500 will go a long ways.
The fact that it has been garaged is a big deal for an old unit. Probably a decent deal if the other things, that you've noted, get fixed.
