looking for owners of 2004-2005 Pace Arrows

On my 37C I pulled the lower access panel and could not see the two small cooling fans mounted behind the refrigerator. Can they be seen from the lower access panel or only from the upper access panel. They pull air from the lower vent to the upper vent. When would you want these fans running and why?
