Mel,
I am not at my 37C Pace right now, but last year I was under the pace working on it and I saw this trap door right under the water heater. There was a few screws holding it up. I took the screws out and the door opened up to the back of the water heater. I looked around in there and I believe there was wiring and the electric heating element back there.

Mel, While you have the trap door open check the water hoses for chaffing. I had to install some anti-chaffing hose on mine as they were starting to show signs of chaffing.
