Sure sounds like the converter might be bad. I had to replace mine last year for the same symptom, lights going dim, and my FAN was also runing a whole lot. My batteries were good. You most likely have the Wabco converter which does not have the greatest reputation among converters.
To check first determine if your getting 120vac to the converter and if you are then check for 14vdc charging volts at the batteries with shore power or gen running. 120 vac at coverter and not 14 vdc charging from the converter means bad converter.
Like mentioned it's been an issue. I would suggest looking at the Progressive Dynamics {PD} Intel converters. They use the smart charger technology plus you'll not hear the fan noise anymore.They are unplug the old and plug in the new. Converters have progressed a long way since ours. I bought the 9200 series, 9260 I think, 60 amp, which was about 5 amp smaller than the Wabco I had. About $150.
