You may want to check HCC or other community colleges. They may be able to provide the training, not sure about the RV. I also know a few Class A rental places in MD. One is in Gambrills MD who had luxury coaches. All you need is one over the weight limit as in MD it's less about the length and more about the weight. I am sure you can find a rental for a 40' or more DP.
