Loose Injector
Has any one heard of the Cummins 8.3 ISC having a loose injector causing combustion products to enter the return fuel going back to the main tank and causing the fuel to turn black, then clogging filt...

A IH 4300 probably has a IH DT466 engine, not a Cummins.
CAPS are no fun. I have replaced with new CAPS pumps bad out of the box. I strongly recommend you save yourself some time. Have a dealer repair this, if they put on a bad pump they will just put on another until it is running. The CAPS pump is one of them ideas Cummins is just waiting till it dies off.
This does happen, Cummins also said it was ok to use light weight synthetics in the ISX, rather than owning up to this, they just replaced cams in the warranty units until warranty ran out. Next year they switched and now recommend 15W40 conventional.
I had to sit threw a long class while They tried to convince me to tell customers to switch.
