Gas or Diesel? Year? Seems like a pile of new parts. Problem needs to be split into major groups.
Clutch slipping, belt slipping, pumping, and compressor problems can be seen on a gauge set connected to service ports. These can sometimes be RPM dependent.
Electrical problems can be monitored with a good meter across the clutch coil during operation.
Air distribution can be observed my watching the temp door actuator and feeling. Unless a vacuum problem is the culprit, this is not typically RPM dependent.
Oddball stuff? Is the cooling fan blowing backwards, thus blocking flow as road speed increases at the condenser?
If this is not an intermittent problem, and cooling ceases whenever the RPMs rise, it should take a good AC tech less than an hour to pinpoint the major group the problem is in.
