I chased this problem on a car I had. It turned out the line going to the vacuum tank had a small howl rubbed in it. The last idiot (my brother) who changed the battery sat it on top of the line.
That was the only problem that it caused!
So you might start by making sure the vacuum canister hold a vacuum. I started at the other end of the system and worked back, what a huge waste of time. :S
