You could file a police report but I can guarantee that nothing will be done there. And I doubt an insurance company will invest the time and money to get a court order on property damage only. If there were injuries to someone then they might.
My suggestion is to file your claim and pay your deductible. Hopefully the security cameras will give you a lead on the driver responsible.
