Can you find me one single incorporated City in California (and probably any city in the US) that doesn't have a big giant book of ordinances about what you can or can't do on your property? Every thing from RV's in the front yard, to broken down cars, to laundry lines, to trash, to weeds, to running business, to parking cars on the grass, and the list goes on and on.
If you want fewer rules, then don't live in a City, but even in the Country there will be rules. They just aren't as strictly enforced as most cities.
You are right. You won't find such city in whole World, what is unfortunate.
But that is why we have such disputes, so we can figure out optimal line.
We are all here educated people with different life experience, what gives is the power city councils will never have.
So what is your opinion how far city can affect your life?
IMHO city is fine to tell me how tall fence I can make, or how big or tall house I can build.
But telling me what vehicle I can drive or park is over the line for me.
