Motorhome rocks excessively while driving down the highway

I have a class a Thor daybreak 28-ft motorhome that rocks excessively while driving on the highway it's not a sway issue it rocks excessively like it's way top heavy like to know any possible solution...

Are you maintaining proper tire pressure? I test drove a 30' class a that was rockin and rollin the whole time. When I got it back to the owner we found one of the inside duals was all but flat.
