Let me get this straight.... You were stopped at a Casino and a DOT guy saw you (already stopped) ... and THEN he decided to check all of our your particulars?
He didn't pull one of you over (moving on the highway)... Where you used the Casino parking lot as a convenient place to stop?
Its just like the DOT inspection and scale guys who work highway construction jobs and write every one of the construction dump contractors tickets for overweight without ever weighting them. Easier to give them out in the parking lot and they are sure to be overweight sometime during the week, and no manhandling of the portable scales!! Happens every day!!!
