As far as the Highway Use Tax, it is 3%, but capped at $2000 for recreational vehicles. The cap is up from $1500 and was raised in March of this years, I think.
The value used determined from a schedule adopted by the Commissioner of DMV. The schedule of values adopted by the Commissioner cannot exceed the wholesale values as "published in a recognized automotive reference manual."

So there is a chance I'll have to pay $1500-2000 just to register the MH?! Is that annual or the one time "welcome to NC" ? It's robbery.
