First off, welcome to our fine State. The fees are a bit of a slap in the face upon arrival. That being said, it has not deterred the steady stream of folks fleeing the North! Obviously I'm biased but I would much prefer to live here as well. I have a good friend who resides in Maryland and the cost of living is pretty outrageous compared to what we pay.
As for the tags, we bought our TT in VA and pulled it back to NC with the owner's plates then I mailed it to him. It worked out good for us. I would wait and pay one time in NC if you can. I also would recommend looking for a DMV tag office and License office outside of Wilmington if you can. The lines can get pretty ridiculous. To me it's worth a 30 minute drive out of town. I imagine that's not a phenomenon unique to NC.
