Why not just carry a spare tire only without a wheel? Roadside assistance would then only need to remove the flat & mount the spare.
Does this make sense?
Wheels are all the same front and rear. Only one spare is needed.
Carrying just a tire is an option but leaves you in a position where you can't change it yourself. Cell phones still don't work in many areas out west.
