The problem is that you were NOT ripped off. At this point in time who is to say that once the Cummins mechanic actually got in to the repair that he would have noticed exactly what was bad, repaired it, and only charged you $650 or so. No, it's not right to rip someone off, but they did not do that. They gave you an estimate that may or may not have been an accurate depiction of the work that would have actually been done to repair your generator.
Electrical problems are difficult to diagnose and when giving an estimate is it better to say/guess at $650 and then come back and ask for $3500 or to quote $3500 and come back and say it only cost $650?
Again, take the $190 and let it go. You have no way of knowing what the final outcome/price would have been if Cummins did the work.
