Shrader valve r-22 filled em looked for leaks to no avail now they stopped. $2800 + tax for two new 15k btu Penquin II AC/heat pumps. That includes all labor. This sound high to just me???

I make my living as an air conditioning contractor, yes that is a very fair price and I have replaced a penguin in the past.
